New Part L & O Building Regulations Come Into Force

As of Wednesday the 15th of June 2022 the new Approved Documents L (conservation of fuel and power) and O (Overheating), have come into force.

The changes have been in the process for a number of years and aim to bring the compliance process for carbon emissions up to standard in the aim of the carbon-neutral targets set across the UK. As well as that the new Part O document has been implemented to tackle the overheating risk present within residential and non-residential buildings.

What does this mean for developments moving forward?

If your development has already been submitted to Building Control of planning prior to the 15th of June and begins work on-site prior to the 15th of June 2023, the previous versions of Approved Document Part L will apply.

If your application is submitted after the 15th of June 2022, then you will be required to meet the standards set out in the New Part L and adhere to the requirements of Part O

What the changes mean for our building designs

The changes to Building Regulations Part L will have a significant impact on the design of our buildings. the carbon emissions target has been increased by 31%, and the maximum allowable & notional U-values have altered, and the introduction of a new Dwelling Primary Energy Rate target has been implemented to monitor and lower the energy usage for new developments moving forward.

With Part O, two options are available. A simplified checklist method can be used to minimise the risk of overheating or alternatively a Dynamic Simulation Model can be created to review the risk of overheating against the guidance set out in CIBSE TM59 Guidance.
